Hong Kong Velodrome: Connecting Sport, Architecture and the Community
Located in Tseung Kwan O, the Hong Kong Velodrome was designed as a world-class training base for the Hong Kong Cycling Team and a venue capable of hosting major international competitions. Completed in 2013, the development combines a specialist cycling arena with public sports facilities and an adjoining town park.
The project occupies a 6.87-hectare site beside the existing Tseung Kwan O Sports Ground and is surrounded by a high-rise residential neighbourhood. Its masterplan was developed to connect the velodrome, sports ground, surrounding pedestrian routes and new park as one coordinated public environment.
The building’s elliptical form and distinctive ribbed roof were inspired by the profile of a cycling helmet. Its curved shape reduces the apparent scale of the 37,000-square-metre venue, while the light-grey roof appears to float above the darker base of the building. This gives the velodrome a lighter presence within the landscape and reduces its visual impact when viewed from the surrounding residential towers.
The building form also responds to an important environmental requirement. An east-west breeze corridor had to be maintained through Tseung Kwan O, limiting the height of the building to 30 metres. The elliptical plan and curved roof were developed to accommodate the large internal volume of the arena while preserving airflow through the surrounding district.
The roof is supported by eight curved, three-dimensional steel trusses spanning between 65 and 90 metres. This long-span structure creates the column-free interior required for the cycling track and central arena. The trusses follow the external profile of the roof and were designed with varying depths and member thicknesses according to structural demand, reducing the amount of steel required.
Much of the roof structure was fabricated and trial-assembled off-site before being transported to Hong Kong in sections. This allowed the geometry and connections to be checked in advance, improving construction quality and reducing the amount of work required inside the arena.
At the centre of the building is a 250-metre timber cycling track designed to meet UCI Category 1 standards. Its development involved close coordination between the architectural team, specialist track designers, the Hong Kong Cycling Association and members of the Hong Kong Cycling Team.
Sustainably sourced Siberian spruce was selected for the track and brought to Hong Kong ahead of installation so that the timber could adjust to the city’s humid climate. The completed track provides a permanent training base for local athletes while enabling Hong Kong to host international-level cycling competitions.
The space enclosed by the track forms a flexible multi-purpose arena that can accommodate different court sports, exhibitions, school activities and community events. Permanent and retractable seating allow the venue to adapt to different audience sizes and uses.
Additional public facilities are arranged around the arena, including a fitness room, table-tennis room, dance room, children’s playroom, restaurant and bicycle shop. These facilities extend the role of the building beyond elite competition, allowing it to function as an everyday recreational centre for the surrounding community.
Elevated pedestrian routes connect the velodrome with the neighbouring sports ground, the existing footbridge and the surrounding residential areas. A landscaped deck rises from the park to meet the building at concourse level, while an internal circulation route provides a sheltered connection through the development.
The adjoining town park includes an artificial lake, landscaped terraces, a central lawn, children’s play areas, an amphitheatre and a skateboard park. Its curved paths and planted spaces respond to the geometry of the velodrome, helping the building and landscape read as parts of a single composition.
Environmental measures are integrated throughout the project and contributed to its BEAM Plus Platinum rating. Photovoltaic and solar panels are incorporated into the roof, while rainwater collected from its surface is stored and reused for landscape irrigation. Skylights introduce daylight into the arena, and energy-efficient ventilation, air-conditioning and lighting systems help reduce operational energy use.
Through its compact form, long-span structure and integration with the surrounding park, the Hong Kong Velodrome brings together the technical requirements of an international sporting venue with the everyday needs of the local community.
