In the Philippines, access to public libraries remains critically limited. A 2023 report by the National Library of the Philippines revealed that the country has only 3% of the ideal number of public libraries as prescribed by law. A recent readership survey further showed that 82% of adults and 88% of children were unaware that public libraries even existed. Even school libraries, which often serve as the primary source of reading materials, are typically off-limits to the broader community due to strict access protocols that can feel unwelcoming.
Meanwhile, digital technology dominates daily life. With mobile phones, internet access, and social media deeply embedded in Filipino culture, screens have become a primary source of information and entertainment. While this digital shift has connected Filipinos globally, it has also contributed to a steady decline in traditional reading habits and in-person community connection.
With that, we introduce our project, “Pahina’t Pahinga”, translated as Pages and Pause, is a community library designed to reconnect people with the joy of reading. By blending traditional books with modern experiences, it fosters meaningful community engagement, offering a shared space to learn, reflect, and reset in an increasingly digital world.
THE GOAL:
Our goal is to remind the urban public that books and the joy of reading still matter in today’s digital age. By placing the library within a highly visible, well-loved public space, we aim to spark curiosity and invite people back into the habit of reading. The location is intentional: it sends a clear message that knowledge should be accessible, open, and part of everyday life. We envision “Pahina’t Pahinga” not as a one-off project, but as a replicable model for other open spaces in dense urban areas, offering diverse, enriching experiences beyond the screen.
