Located in the heart of Port Louis, the Victoria Urban Terminal is a 50,000 sqm transit-oriented development that redefines the role of infrastructure within the city. Designed as a key interchange node, the project accommodates up to 80,000 daily commuters, integrating bus networks, the metro line, taxi facilities, and soft mobility within a single, cohesive urban framework.
Delivered through a public-private partnership, the development extends beyond transport to form a mixed-use urban destination. Retail, office spaces, and a structured market are embedded within the terminal, creating a continuous link between movement, commerce, and daily life. The inclusion of dedicated facilities for approximately 1,000 street vendors formalises informal activity, supporting economic inclusion while enhancing the overall organisation of the site.
A central aspect of the project is its engagement with heritage. The remains of the former railway station — a structure embedded in the city’s history — were carefully dismantled, catalogued, and reconstructed as part of the new development. This process allowed the integration of existing fabric within a contemporary framework, ensuring continuity while adapting to present-day requirements. The elevation of key structures further addresses long-term resilience, mitigating flood risk within a dense urban context.
The construction strategy combines innovation with resource efficiency. Off-site prefabrication, permeable surfaces, and the reuse of existing materials contribute to reducing environmental impact, while low-emission concrete, energy-efficient glazing, and low-VOC finishes support improved performance and user comfort. Passive measures, including reflective roofing systems, further enhance thermal efficiency.
Recognised at the International Property Awards 2022–2023, the Victoria Urban Terminal demonstrates how infrastructure can evolve into a layered urban environment — one that brings together mobility, heritage, and social integration within a single, resilient framework.
