Timor-Leste International Convention Center: A Civic Landmark Connecting Culture, Nature, and Urban Growth
Designed by INSADA Integrated Design Team, the Timor-Leste International Convention Center (ICC) represents a new civic landmark for Dili, Timor-Leste. Founded in 1990, INSADA brings more than three decades of experience in architecture and interior design, with over 200 completed projects spanning healthcare, hospitality, commercial, workplace, and residential sectors across Indonesia and the region.
Commissioned by the Government of Timor-Leste, INSADA was appointed to lead the comprehensive masterplan, architecture, and interior design of this transformative mixed-use development. Located within the existing Dili Marina, the project is envisioned as a new urban destination that integrates international event facilities, public amenities, cultural experiences, and waterfront activities.
Contextual Design: Integrating Waterfront Landscape and Civic Identity
The design challenge centered around integrating the existing marina infrastructure with the site's complex coastal conditions while creating a new public realm for the city. Rather than treating these constraints as limitations, INSADA developed a masterplan that strengthens the relationship between architecture, landscape, and the waterfront.
Spanning approximately 110,260 square meters, the International Convention Center is strategically positioned to maximize views toward the ocean while establishing a vibrant pedestrian-oriented environment. The development includes an international convention hall, flexible meeting spaces, retail areas, food and beverage facilities, a 4,200-square-meter aquarium, and an entertainment center featuring a landmark Ferris wheel.
Architectural Expression: Between Tradition and Innovation
The architectural language of the ICC reflects a dialogue between Timor-Leste’s cultural identity and contemporary architectural expression.
From a distance, the building presents a strong geometric silhouette that defines the Dili skyline. As visitors approach, the façade reveals a sophisticated triangulated pattern inspired by the fluid movement of ocean waves. This layered expression creates a dynamic visual identity while responding to the surrounding maritime context.
A defining feature of the design is the floating roof structure, which references the geometric forms of traditional Timorese boats. The lightweight, sculptural roof creates a distinctive architectural profile while providing shade and enhancing the building's connection to its coastal setting.
Sustainable Tropical Architecture and Passive Design Strategies
Designed for Timor-Leste’s tropical climate, the ICC incorporates sustainable strategies into its architectural envelope. A double facade system functions as a thermal buffer, reducing direct solar exposure while allowing controlled natural daylight to penetrate interior spaces.
This passive environmental approach minimizes solar heat gain, improves occupant comfort, and supports energy efficiency. By integrating climate-responsive design principles from the early stages of planning, the project demonstrates how civic architecture can respond sensitively to its environment.
Revitalizing Dili’s Public Realm
Beyond the building itself, the masterplan focuses on strengthening urban connectivity and creating a more accessible waterfront experience.
The revitalized pier area transforms into a pedestrian gateway, incorporating expressive paving patterns and a wood-and-glass canopy that guides visitors toward immigration facilities. This pedestrian network continues into a lively ground-floor promenade lined with retail spaces, restaurants, and outdoor gathering areas.
The landscape axis is carefully aligned with the historic Palácio do Governo, creating a visual and spatial connection between Dili’s heritage and its future development.
