A Monumental Square for Everyday Life
--
Large civic squares often look complete from above and feel unfinished on an ordinary day. They can hold a ceremony or a crowd, but between those moments they may become too open, too exposed, or too neutral to invite daily use.
Jeonnam Citizen’s Square needed a different kind of ground. It had to keep its civic scale, but it also needed places where people could sit, pass through, meet, wait, gather, or simply spend time without needing an event as an excuse.
urbanDELTA reshapes the square as a civic landscape rather than a flat plaza. Lines of movement rise and sink into ridges, valleys, planted edges, water paths, and open fields. Some areas remain large enough for collective events, while others become smaller, slower, and more inhabitable.
The aim is not to fill the square with objects. It is to give the ground enough variation to support different forms of public life: ceremony, protest, festival, rest, play, culture, and everyday passage.
Its question is simple: can a monumental square become an everyday landscape?

The Missing Civic Ground
--
The site is surrounded by important urban fragments: public institutions, cultural spaces, green corridors, parks, and the wider landscape of Jeonnam. But without a strong public ground between them, these fragments risk remaining separate.
urbanDELTA is proposed as the missing civic ground that brings them into relation. It links Kim Dae-Jung Square, Central Park, Jeonnam Provincial Hall, Oryong Mountain, the Yeongsan River, and the Central Garden through a continuous landscape system.
These connections are not treated only as paths across a plan. They become slopes, gathering pockets, planted fields, shaded edges, and open surfaces where movement can slow down and turn into public life.
The square works less like an isolated plaza and more like a receiving ground: it collects people, water, programs, and landscape flows, then redistributes them across the civic center.

What If Public Space Behaved Like Water?
--
urbanDELTA takes its name from the logic of a delta: a place where flows meet, slow down, divide, and create fertile ground.
The square uses this logic spatially. Pedestrian movement, rainwater, vegetation, cultural programs, and civic events are guided through a changing topography. The ground is shaped to collect and distribute activity rather than force everything onto one flat surface.
Rainwater becomes part of this experience. Instead of removing it as quickly as possible, the landscape collects, guides, stores, and reveals water. After rainfall, parts of the square can change character. A route may become reflective. A planted edge may hold water. A low point may become more visible.
The square is therefore not designed to look exactly the same every day. It changes with weather, use, season, and public life.

Land, Place, and Water Ecologies
--
urbanDELTA is organized around three connected ecologies: land, place, and water.
The land ecology reshapes the square as a more comfortable public terrain. Planting, soil, shade, and topography help soften the civic center and support biodiversity within the public realm.
The place ecology focuses on how people use the square. Its open fields, slopes, edges, and pockets can host formal gatherings as well as less predictable public life: markets, concerts, public meetings, outdoor cinema, Pansori nights, community dinners, civic protest, and ordinary rest.
The water ecology gives the square an environmental rhythm. Rainwater collection and visible water movement allow the landscape to respond to weather rather than simply resist it.
Together, these ecologies turn the square from a finished surface into a working public ground.

Hills, Valleys, and Civic Rooms
--
urbanDELTA does not treat topography as surface design alone. As the ground rises, it creates sheltered spaces underneath: cafés, galleries, exhibitions, libraries, workshops, community rooms, and flexible cultural uses. These programs are embedded into the landscape rather than placed as separate buildings around the square.
Between these raised landforms, the valleys become public rooms in their own right. They collect movement, water, planting, shade, and informal gathering. Some areas can support markets, performances, and exhibitions; others remain quieter and less programmed.
This balance is central to the project. The square offers cultural and commercial activity, but it also protects open public ground where people can stay without needing to consume anything. Sitting, waiting, watching, resting, meeting, or simply passing time are treated as legitimate civic uses.
In this sense, urbanDELTA is not only a landscape to look at or a venue for events. It is an inhabited terrain: a place where the city can gather, but also where people can be alone together.

Productive Public Ground
--
In urbanDELTA, “productive” does not refer to one function alone. The topography works physically, environmentally, socially, culturally, and mentally at the same time.
It supports the body through walking routes, shaded edges, places to sit, open fields, play areas, and more comfortable everyday movement. It supports the mind by making water, planting, seasonal change, and ecological processes visible within the civic ground. It supports cultural life by giving space to festivals, markets, performances, Pansori nights, community dinners, public meetings, and civic protest.
This logic is close to a distributed public infrastructure, but concentrated into one civic landscape. Like spreadSEOUL, urbanDELTA does not treat landscape as a finished surface. It embeds systems into the ground: rainwater collection, solar lighting, flexible event infrastructure, planted habitats, shaded routes, and adaptable spaces for public use.
The square therefore becomes productive in more than one direction. It can collect rain, harvest sun, cool the civic center, support biodiversity, host cultural programs, create temporary local economies, and give people places to gather without depending on one official event.
Its productivity is not only measured by output. It is measured by what the ground makes possible: public comfort, ecological resilience, cultural continuity, mental restoration, and a more generous everyday civic life.

Environmental and Social Impact
--
urbanDELTA’s environmental strategy begins with the transformation of hard civic ground into a landscape that can absorb, guide, store, and reveal water. Topography, planting, permeable surfaces, and adaptive ground conditions help the square respond to rainfall, heat, seasonal change, and different scales of public use.
Rainwater collection is treated as part of the spatial experience rather than hidden drainage. Water is gathered and distributed through the landscape, allowing parts of the square to change after rainfall and making environmental cycles visible in everyday civic life.
The planted landscape supports shade, cooling, biodiversity, and habitat creation within the civic center. Lush planting, soil depth, shaded edges, and ecological corridors help soften the hard urban setting and make the square more comfortable for people, plants, and other species.
urbanDELTA also integrates renewable energy into the public realm. Solar lighting, low-energy event infrastructure, and energy-harvesting elements embedded into the topography allow cultural programs and night-time use to operate with a lower environmental load. Energy is not treated as a separate technical layer; it becomes part of how the square works.
The social value of urbanDELTA lies in the range of situations it can support. It can hold ceremonies, festivals, markets, performances, public meetings, protest, rest, play, daily encounter, and temporary local economies without depending on one fixed image of civic life. The square remains representative, but it also becomes usable in smaller, ordinary ways.
Through water collection, renewable energy, lush planting, biodiversity, cultural programming, inclusive access, and adaptable civic use, urbanDELTA contributes to SDG 3, SDG 6, SDG 7, SDG 8, SDG 10, SDG 11, SDG 12, SDG 13, SDG 15, and SDG 16. More importantly, it frames civic space as living infrastructure: a public ground where body, mind, culture, water, energy, and landscape can support one another.
