This is the key post-earthquake reconstruction project in Yushu, built to provide the local residents with convenient administrative services. It shall be designed to cope with the harsh plateau environment while meeting the requirements of complex functions and special geographical cultural environments. The final plan adopts“ Zong” (Tibetan vocabulary, meaning“county-level governmental institution”) as the architectural image and“ Linka” (Tibetan vocabulary, meaning “traditional garden”) as the space prototype, extracting the elements and spatial patterns of Tibetan buildings and architectural communities. The eastern zone emphasizes regional and national features with small independent enclosed courtyards as the main buildings. The layout of the western zone is simple and elegant, with stress placed on time characteristics and various functions. The facade takes warm grey and white as the dominant hue and colorful components with ethnic characteristics as local embellishment, trying to shape the administrative building image that is solemn as a whole but intimate in detail. Meanwhile, the project takes maximum protection for the existing vegetation and terrain to show respect for nature and the nation.
