Renovation and floors addition to the Tel Aviv-Jaffa municipality building
After years of deterioration and neglect, the Tel Aviv municipality declared an architectural competition for the renovation and expansion of Tel-Aviv-Jaffa city hall. Our office won the competition and the work carried out with the full and blessed cooperation of the original architect of the building- Mr. Menaham Cohen. Apart from being the official building of the municipal authorities, the municipality site overlooks the most important civic center in Israel, Rabin's square, and is recognized by all of us as the facade of the most important and well- known public arena in Israel. At the same time of handling "customary" issues of wear and tear, crowdedness and saving energy expenses, the extensive renovation project reestablishes a new relationship between the public space and the building in order to implement a direct connection between the city and its city hall. 1. Entrance
The new entrance is created by the actual cutting off the lobby floor, creating a two levels' space which the escalators pass through from the street level. By lowering the entrance to street level, new circulation path is created straight from the street level to the lobby level which symbolizes the new relations between the building and the public space. Cutting off the floor level exposes the original construction system of the building and the "pulling" of the screen wall from the lobby level (00) toward the floor level (-1) which creates the new entrance lobby space at the height of 10 meters. The accessibility through the main entrance stands up to security and emergency standards and also presents a solution for the handicapped, Moreover, the entrance was designed to provide immediate accessibility to the building by the city residents. According to the spirit of our time, it turns the authorities site accessible in a direct and unmediated manner (can be paralleled to "transparent") – vastly different from "up lifted" and "disconnected". 2. Facades and conservation of energy
During the renovation project framework the building facades will undergo a comprehensive upgrading including the restoration of the original shading louvers at the southern frontage and the renewal of the shading systems in the western and eastern facades. The project includes the installation of aluminum system with hidden electronic shutters that will provide shadings at the glass surface. This system will complement the climatic facade and will minimize the penetration of direct sunshine into the rooms. As a result, two climatic improvements achieved: first, a preferable climatic conditions are obtained in the offices inside the building, secondly it enables a substantial conservation of energy expenses by the lack of need for air conditioning. In addition to climatic advantages of the new facade, a solar energy farm will be installed at the top of the building producing electricity for different uses and eventually reduce even further the usage of the conventional resources of energy. 3. Floors addition and a terrace as the city observational spot
The elevation of the two story addition four meters above the existing roof allows the creation of a public mezzanine which can be use for the public as well as for the local employees. The space formed between the new floors and the existing roof will enable the formation of a large exterior space surrounding the center of the structure thus will be used for the benefit of different functions for the building employees and its visitors. The mezzanine most suitable use is an observation post connected to the elevators core directly from the lobby. This public balcony will serve for public uses as; coffee shop, galleries, city Information, etc, making it a unique landmark for the city and its residents. The most significant effect of creating a public space at the 15th floor is the reexamination of the familiar relationship between the city and the city hall. By doing so it offers a new updated model representing the authorities' image. The creation of the city observation post plays the role of the actual "publicitation" process (the opposite of "privatization") of the entire floor area (1800 square meter) for the use of the building employees and visitors, moreover the scent of "ownership" on the said space – the panoramic vista of the city itself viewed in 360 degrees all around.
