It has been considered the value of the elected representatives of citizens forming a consensus-building body, called a “council”, who engage in dialogue, competition, and reconciliation to reach rational conclusions. The proposal aims to create open and transparent place while maintaining and expanding the existing masterplan concept. The new building has been placed in parallel with the existing one, Chungbuk Provincial Government Office, creating a public square that connects to open space in front of the existing building. Designed in a ‘ㄷ’ shape, the public courtyard is featured as multi-purpose space with an auditorium, library and exhibition hall on different levels, expanding the visual axis toward Dangsan public park. By reflecting the vertical elements of the existing building’s façade, the proposal can be situated in harmony with the existing one as part of the whole masterplan. The building has been planned office zone on the upper level and public facilities on ground level to promote easy public access. The open voids inside the building can enhance communication between different floors and function as a sustainable green machine by optimizing natural ventilation and natural daylight. The proposal will serve as public realm and represent the future masterplan of the Chungcheongbuk-do Complex Administrative Town.
