CHALLENGE Champaign County government needed additional square footage to relocate staff from aging facilities and provide proper office space for the growing Public Defenders office. With plans to relocate the county government offices, the County purchased a previous bank building converted into office lease space. The 88,000 sq ft building constructed in 1979 included an elevated parking structure and was conveniently located across the street from the County Courthouse. While the new building would allow the County to consolidate departments under one roof, the facility was not move-in ready and needed interior renovations to accommodate the government offices along with roof repairs and structural improvements. To ensure the project would move forward, the County wanted the project designed and the construction contracted within 10 months.
STRATEGY With a short timeline, the Bailey Edward team completed programming and building assessment concurrently. Our team worked with multiple, separate departments, including Sheriff Office, Public Defenders Offices, GIS, County Clerk and Recorder’s Office, Treasure’s Office, Auditor’s Office, Board of Review and Assessor’s Office, County Executive and Administrative Offices, to understand their needs and the interconnectivity between departments. A full assessment of the building, as well as destructive and non-destructive testing, occurred to understand the existing conditions of the building materials. It was found that many of the building’s systems and original construction did not meet code requirements.
IMPACT By improving visibility, transparency, and ease of access, the new Scott M. Bennett Administrative Center will create a true civic center for the community. As the County’s government hub, the facility will be a place where all county citizens are welcome and be proud to call their own. The prior County office facility can now be used by the County to generate income, either through lease or sale, to further their future community initiatives.
