Istanbul-based architecture, interior design and urban planning practice Evrenol Architects has designed a large-scale urban regeneration proposal for Railway Square and its surroundings in Balıkesir, commissioned by the Balıkesir Metropolitan Municipality. Developed in 2020, the project covers approximately 190,000 square metres at the intersection of the city’s primary transport routes and reconsiders the area as a contemporary civic and mobility hub.
The proposal treats the project site, which spans the administrative boundaries of Altıeylül and Karesi districts, as a unified urban system. It brings together the public transport interchange, railway lands, registered public buildings, the Akıncılar neighbourhood and the Çay Stream corridor within a single framework. By addressing these components collectively, the scheme aims to align social, cultural and economic objectives at the scale of the city while establishing a flexible and financially viable implementation strategy.
The regeneration is structured in phases. The first phase introduces an underground car park and a vehicular bridge beneath the city square to relieve congestion and improve mobility while generating revenue for subsequent stages. This infrastructural layer is followed by the creation of a new urban boulevard and an extensive public park, forming a continuous open-space spine that reconnects fragmented parts of the city centre and improves pedestrian access.
As public buildings are gradually relocated, the railway corridor is reactivated with new cultural and social programmes. The realignment of the railway line enables the adaptive reuse of historic structures, allowing listed buildings to be integrated into everyday public life and strengthening the civic identity of the district. Together, these interventions transform the former infrastructural zone into an active urban destination.
A defining element of the project is an elevated bridge structure that frames the square and links previously disconnected urban fragments. Conceived as both infrastructure and public space, the bridge enables continuous pedestrian circulation between the square and the railway lands while accommodating retail units, promenades and viewing terraces. It acts as a spatial threshold that invites movement into the area and establishes visual connections across the site.
At the centre of the masterplan, the new city square is envisioned as a civic and cultural anchor. Rather than functioning solely as a ceremonial forecourt, the square extends into a network of smaller public spaces and commercial streets, creating a hierarchy of gathering areas that support daily urban life. This sequence of open spaces is designed to strengthen continuity across the city centre and to foster social interaction, collective memory and economic activity.
With the introduction of this new urban core, the project establishes a long-term framework for regeneration in the Akıncılar neighbourhood and along the Çay Stream. The proposal positions Railway Square as a catalyst for social, spatial and economic transformation, redefining the role of the city centre within Balıkesir’s future development.
