Located at the Southern edge
of Israel, at the tip of the Red Sea, Eilat is one of the country's
most rapidly growing cities. Taking advantage of it's strategic
geographic location and unique natural resources it is one of Israel's
largest ports and it's only gateway to the Red Sea, but also one of
the major touristic focal point with it's sandy beaches, beautiful
desert landscape and exquisite coral reefs. These two functions don't
necessarily co-exist, and have divided the city into two –
residential (located towards the desert mountain slopes) and
touristic (at the Red Sea beaches).
The function of the new city
hall complex is not only to accommodate the growing needs of the
expanding municipality but also to offer a public space that will
unite these two polarities – an urban plaza .The symbiosis of a building
and a large public open gathering space manifest itself
in the form of an Urban Oasis.
The built form is derived
from the programatic need for a flexible building, with the ability
to have different section expand and shrink according to changing
needs of the municipality. Organizing the programs in a linear
band allows for this flexibility while creating a more fluent
movement between the different programs – the sense of one
continues floor.
Situating the built form on
the site, took advantage of the natural slope two create a devision
according to the different users. The main public entrance to the
building is located on the lowest level, on the street level – the
public plaza, with commercial programs, and on the upper level –
the office excess. The building spirals around and above the urban
plaza, using the topography to create both connections and
separations between the programs in an almost “natural” way.
