The designed site is situated at the boundary of the historical part of Nizhny Novgorod and adjoins directly the new highway bridge across Oksky siezd where the Oka river view can be observed. The designed 5-8 storeyed building has an intricate shape; it is located on a platform of the closed underground parking. The designed 5-8 storeyed building has an intricate shape; it is located on a platform of the closed underground parking. The roof is cold-proof and built-up. The building height is 36,5 m. The project is performed in the proportions of classical architecture with original composite motives of modern architecture. The exact balance between modern decisions and traditions of a ceremonial building was found. The complex consists of three main blocks. The top block connects the others to each other; it is the main centerpiece of the building which accentuate the main entrance from the distant view. The well appointed cour d'honneurs are formed between the blocks. Under the northern one the transit for prisoners transfer is arranged.
