Located in edge of a fast track, the Municipal Technical Center of Blagnac takes seat in the middle of a neighborhood characterized by a highly industrialized program. Nevertheless, a classified wood as well as a cemetery are located just next to the site. These elements constitute the principal specificity of this program. Thus, the architectural and urban parties aim at constituting a real urban piece, able to mark an entry to this area and to dialogue with its environment. It is a question of creating an architecture carrying an identity image while answering the major stakes of operation of the program.
The establishment of the built body aims at a double dialogue with the landscape. First of all with the close environment, because its positioning makes possible to use the body of the building in order to constitute an envelope with the site, minimizing in fact the possible nuisances and ensuring a sound protection, as well towards the interior of the site for the internal activities. The base was treated in a unit way and accommodates the activities specific to a technical center (workshops, storage spaces). The upper part is the cradle of the offices and the places of life of municipal staff. The frontage made up of panels Equitone fiber-cement finds on the floor a setting in thickness by the means of a double skin. The slope and the perforations of this one aim at obtaining technical and acoustic performances able to offer a maximum comfort to the offices. This device gives the opportunity of creating a large terrace located in link with spaces of relaxation and restoration creating an accessible and convivial place.
The unit aspect generated by the form and by materials used enters in dialogue with the great landscape breaking with the usual image of a technical center.
The project seeks to fit carefully in the site, as a topographic line which would come to be folded up to constitute an interiority with the piece and by the same time to offer a true urban frontage guarantors of its insertion in the territory.
