Due to increasing demand, more people willing to participate in matters related to their fate, including urban issues, and government efforts to build civil society, the importance and necessity of Councils and dynamic interaction with people, is being fely more than before.
Meanwhile necessity of buildings like the City Hall which is the location of the City Council and mayor seem necessary and can create interaction between people and authorities in the field of city management and helps to create dynamic environment for public gatherings and exchange to generate ideas and opinions. Considering the positive effects of such construction around the world on aspects of cultural, social, and aesthetic improvement of city and municipal functions, the necessity of such a tendency makes the institution. In addition to administrative aspects of these buildings as a symbol and a symbol of the city will be raised. This project is an effort to design a model of City Hall to be able to attract more people participates in issues related to their city, and yet pays the symbolic nature of these buildings, a symbol of identity and logic of Tabriz.
