RAFI served as the architect on the 77,000 square foot administrative center that houses the headquarters of the Regional Transportation Commission and the Regional Flood Control District. RAFI was originally selected to perform a space needs plan and program for the tow agencies. The result of this study is a comprehensive plan that outlined space needs for the two agencies for 10 years. This study was used as a tood by RTC/RFCD to evaluate their needs for a new building through the opinions RAFI provided. The RTC/RFCD decided it was feasible to proceed with the design and construction of a new facility.
RAFI was commissioned to plan and design the new facility. The design approach was to follow a series of Las Vegas/Desert Metaphors that shapes the building’s form. For example, the exterior elevations of the building rerpresent the many layers of the mineral rich mountains of Souther Neavada. Natural daylight is filtered into the lobby to feed the plant life and minimize articifal lighting. A trickling water feature travels through the seond and third floor lovvies; functionally, acting as a cooling method and: metaphorically, representing the lush meadow beginnings of Las Vegas, RAFI commissioned Fentress-Bradburn and Associates of Denver, Colorado – the architect for the Clark County Government Center to serve as planning and design consultants for the project.
