The new city hall will become the symbol of transparency and democratic processes of the Prague 7 city district and will play a key role in its transformation into a cultural and creative part of the metropolis. It will use solar energy both actively and passively. In the future, the modular façade will enable easy layout changes, and will be maintenance friendly. Natural window ventilation with night precooling will ensure a pleasant interior climate and low costs. The new city hall will be amicable to the city and environmentally friendly.
The context is already set. Crucial is the northern face adjacent to the street, conveying contact between the main city hall functions (foyer, multifunctional hall for the representatives, café combined with a gallery) and the city parterre. The existing terraces will be planted by greenery and will provide alternative work space for the city hall employees. They also offer views of the Holešovice brewery, Troja and Ďáblice. The ceremonial hall placed on the top floor is the climax of the city hall’s significance in the city structure. The new cladding symbolizes the city hall as a trustworthy and open institution of a stable position in the urban structure of the city.
A quality public space – an area in front of the city hall will be the point of concurrence between the public and the civil authorities. It offers safe movement in front of the entrance and is inviting the passers-by to stop and stay. The parking lot in the courtyard may be used as a platform for cultural, social and artistic events. In the future, the parking lot may be countersunk onto the level of the first underground floor.
Vertically, the city hall is intelligibly divided into three sections:
1. Parterre and the connected floors (1. underground floor – ground floor – 1st floor) with the most visited premises and functions that will strengthen the city hall’s position as a focus point of the community functions of the Prague 7 district.
The main entrance has a direct connection to the reception desk, vertical communications, the ID Department, Civil Registration and Registry Office. On the first floor lies the heart of the city hall, the council hall for representatives. Its exposed position emphasizes the city hall’s transparent operating and enables easy access for the public. A café and gallery are to be found on the first underground floor, where natural lighting is provided by the new staircase and connection to the exterior.
These three floors are connected vertically by a new staircase ensuring their visual interconnection, and allows their operating even after the city hall office hours.
2. Second to seventh floor are dedicated to the daily municipal agenda. Higher floors are expected to see less visitors than the lower ones. A well-arranged layout enabling easy orientation is crucial.
3. A ceremonial hall on the eight floor connects to a large-scale terrace with city views and a mobile bar.
