The municipal courthouse in Portland establishes itself in the urban network as a place of public gathering and as an agent of public service. The proposal considers the active community as vital participates in a systematic democracy and seeks to endorse integration amongst people and their government. To this effort, public spaces were prioritized to cultivate a livelihood of involvement of individuals within the institution’s organization. We view governance as a servant to the people, while maintaining the highest of regards for the individuals willing to serve and the institution as an upholder of justice. The role of the architecture must be an advocate of these servants and seek to create an interface which empowers the individual and informs those being served.
