This government office building was designed to enhance the profile of the agency being housed within as being transparent to the public which it serves. The rather restrictive urban site still allowed for H shaped building footprint to allow for a generous indoor atrium space to be used both by the staff and public. From the atrium space a visitor can get a comprensive sense to the workings of this agency.
