The project was awarded with the first prize and authorized for implementation in an open competition of 59 international design projects, 16 of which were carried out by Russian architects. The contest ran in two rounds: the first left five favorites to be assessed by the international board of judges that later selected a winner. Our aspiration to meet all the requirements of the contest and, thus, “pack” all functional zones of the facility, resulted in a basic two-space layout: the vertically organized one – to house the Government of Moscow and the one horizontally-organized – for the Moscow City Council (Duma). The project freezed by the new mayor of Moscow(at time were built 7 underground levels)
