Urban Design Group led the adaptive reuse of the historic Raffel Building into Heath Street Lofts, a mixed-use, multi-family development in South Baltimore that preserved the structure’s early-20th-century industrial character. The project introduced 59 residential units, including a penthouse with a rooftop terrace, while maintaining defining elements such as exposed timber posts and beams in the original 1911 brick building and the raw concrete of the 1927 addition. The firm navigated complex challenges, including rezoning from M-2 to R-10, modern code compliance, and integrating contemporary residential layouts without compromising the building’s open-plan industrial essence. The completed development earned historic tax credits, strengthened the neighborhood’s transitional edge between industrial and residential uses, and served as a catalyst for further adaptive reuse and revitalization in South Baltimore.
