The investigating judge's office, remand center and prison present a compact, homogeneous complex of buildings. The entire facility is situated between the fringes of the Unterhochrain quarter and the highway A2. A green belt with a park separates the residential area from the prison structure. The architectural expression of the buildings reflects the complex operating procedures, high demands on security and a differentiated space allocation plan. The various areas are arranged along an 86 meter long access corridor. The two- and three-story cell blocks are facing south and are aligned with enclosed, grassed courtyards. The four-story building of the investigating judge's office is designed as a twin skeletal frame structure for flexible office use.
The architectural grade concrete emphasizes the sculptural quality of the building volumes, creating uniformity of materials. The development received a "good buildings" award by the Canton of Lucerne in 1999.
