Concept buildings would be used with multi other purposes on flood free times, but when the rivers turn into the flood with heavy rain and creates hazardous area, when there is no stable building left to count on, these rescue structures come into play to save lives. These stations would needed to be a center for first hand rescuers or needed to accommodate the help seekers.
This structure adjusts itself to nature's changing conditions. It simply works with two conditions:
*When the flood hits the area, it begins to raise-up like 10' under the barrels with the help of buoyancy of water. Stays up condition until the flood is gone. Even if the flood has strong storm or fluid that could free the station from red guiding posts this station would still be a choice for emergency as sailboat.
*When the flood dries and draws back, the whole structure begins to sit down to the original location with the help of red guiding posts.
It's made of steel and lightweight construction materials such as aluminum, trapezoid. There would be bumper tires all around the floor platform.
