New
building and renovation of office buildings and County Hall building and design
public square.
It is the headquarters of the Dutch provincial government of South Holland.The
building of the County Hall started on 1 April 1996, after a large part of the
old accommodation of the province had been demolished. Two of the four
buildings had so much neglected maintenance that they could no longer be
adapted to satisfy present day needs. The building, dating from 1975 on the
Zuid-Hollandlaan, in which the Statenzaal (State Hall) is housed, was
renovated. The office building from 1986 continued in use and received an
extension shaped like a the point of a knife.
An L-shaped
new building was erected between these two existing buildings. It is a striking
building with a lot of glass and bands of red brick. In cooperation with the
American firm of architects, Kohn Pedersen Fox, LIAG gave this six storey
building a wavy shape with a curve at the corner where the building also leans
somewhat forward.
In comparison to the old County Hall the new building is much closer to
the street, allowing room for a large public courtyard. The courtyard is
clearly visible from the road through passageways and is one of the
characteristic elements of the County Hall. There is a line of trees, paving
using Dutch cobbles, ponds and a storey high ‘water wall’ along the entire
length of the existing building. This water wall is not purely decorational but
also serves to drown out the traffic noise. The County Hall carillon has also
been given a place. A parking garage with space for 450 cars and 600 bicycles
