The new Central Manpower Base (CMPB) reimagines one of Singapore’s most symbolic civic institutions as a human-centred, sustainable and transparent architecture of service. As the nation’s first touchpoint for every citizen entering National Service, CMPB holds profound emotional significance—a place where individual journeys meet collective identity.
Envisioned as an open civic campus rather than an introverted military facility, CMPB transforms a traditionally bureaucratic process into an experience grounded in dignity and belonging. A series of courtyards, community spaces and daylit halls introduce airiness, clarity and life into the heart of a secure compound, softening the threshold between formality and openness.
Situated at the foot of Bukit Gombak Hill, the development is organised into three ascending zones—Play, Live and Work—linked by a ceremonial stairway that aligns the campus along a central civic axis. The stairway anchors the composition with quiet authority, guiding enlistees, families and staff through an environment shaped by legibility and calm confidence.
Architecturally, CMPB draws from Singapore’s modernist and tropical heritage: robust yet refined, disciplined yet porous. Vertical concrete fins and deep eaves temper heat gain while offering glimpses of activity within, crafting a civic expression that is transparent yet dignified. At its core, the Beacon façade—composed of ninety prefabricated concrete panels interwoven with interlocking bricks to form the State Crest—symbolises unity and purpose through light and materiality.
Environmental stewardship anchors the project. CMPB achieves 47% overall energy savings through passive design, high-efficiency chillers, smart irrigation, rooftop photovoltaics and rainwater harvesting. Certified as Super Low Energy consumption by local authorities, CMPB harmonises civic architecture with nature while prioritising user wellbeing and long-term sustainability.
More than a building, CMPB stands as a gateway to national service, a new paradigm of government architecture defined by transparency, sustainability and empathy.
