Cardinia Shire Council is committed to being an ‘employer of choice’ by providing staff support, encouraging work-life balance and offering learning and development opportunities. The Council’s brief was to provide a safe, stimulating, productive and enjoyable workplace for its employees and visitors, with opportunities to minimise the long-term impact on the environment and provide a quality and healthy facility for staff and visitors alike.
The relocation of the civic centre office accommodation to an appropriately located, flexible and modern office environment provided an opportunity to set a new benchmark in the delivery of accommodation facilities and promote leading edge outcomes focussed sustainable design and development principles. Beyond the pragmatic requirements for the building, the Council facility aimed to be a building that represents appropriate development in the broader context of the Shire of Cardinia.
The new building creates a visual image consistent with the Shire. Natural, sustainable and durable materials are balanced with appropriate levels of glass and transparency. This creates a building that integrates with its proposed urban context while offering a welcoming face to the community. Historic rail terminals were referenced in design. Glass and steel informs the interior, reminiscent of a grand central station. The main facade has its origin in the movement of a really large picture window experienced at speed from a passing train.
Consideration is given to how different building users will flow through the building. Public space is open and available to everyone and creates the physical and metaphorical link between the council and the community. An internal street atrium links the two wings of the building provides a public interface between the rail and plaza. Whilst public space is primarily located on the ground floor, views from the ground into upper levels provide glimpses of council activities and a level of transparency.
The four stories of highly collaborative ABW (activity based working) office space are focused around a central hub with a northern terrace. Open plan work areas combine with semi enclosed and private spaces. The result is a work environment with a high degree of flexibility and functionality – opportunities for highly focused work or highly collaborative activities.
The centre was awarded a 5 Star Green Star – Office Design v3 certified rating by the Green Building Council of Australia.
