Urban Design Group guided the transformative rezoning and redevelopment of the historic Broom Factory in Baltimore’s Boston Street corridor, turning the 110,000-square-foot industrial landmark into a thriving mixed-use asset. Originally constrained by restrictive zoning, the site required careful navigation of evolving city codes, community expectations, and political scrutiny to achieve a C-2 designation. Urban Design Group worked closely with the owner, city officials, residents, and the development team to craft a master plan that balanced retail, office, and residential uses while incorporating off-street parking and public realm enhancements. The successful rezoning unlocked long-term development flexibility, and the completed project now serves as a vibrant commercial and retail anchor, maintaining full occupancy and strong community support, while setting a precedent for collaborative redevelopment in Baltimore’s waterfront districts.
