We designed a new conference hall and more than 20 associated buildings for the Province of Ba Ria-Vung Tau and the Vietnam national government on a 192,476-square-meter site, in the center of Ba Ria Town, located southeast of Ho Chi Minh City, Vietnam. The town became the provincial capital of Ba Ria-Vung Tau in 2012.
The Client's requirement was to bring together all government offices, from both the national and provincial level, into one government center. We were requested to express each building equally, however, workers from each department were to be kept separate from their colleagues in the other departments. As the size of the required area of each department was different, it was difficult to express equality by means of volume. As a solution, we stacked the required spaces for each department vertically and arranged different departments on the opposite sides of a thick concrete wall in the center of the building. It reduced the land-use density, permitting “open space” to be kept in the center of the site, where a large pond was created as a symbol of a transparent and egalitarian government, as well as an image of a government complex in this resort destination of Ba Ria-Vung Tau.
Horizontal fins are arranged at each level and they connect the buildings linearly. Additionally, the vertical louvers and horizontal louvers are arranged according to their direction to reduce the heat load from the sunlight. This creates 4 different facades in each direction - east, west, south and north – and gives various impressions and views of the buildings from various perspectives. A 10-meter wide corridor located between the 16-meter wide buildings leads visitors to the waterside space at the center, where they may enjoy the sight of the country's first cluster of government buildings reflected on the surface of the water.
This project commenced in 2004 as a trial project for what is the first of its kind in Vietnam, where typically government agencies, offices and functions are clearly segregated. This will be a new model for government buildings in Vietnam.
