This was RSA’s first public sector assignment and was taken up primarily to find out whether it is possible to make an architectural statement within the much maligned limitations of a public sector situation. Their experience was , that it most definitely is. It is not true at all that public sector projects are poorly funded, says RS. It is rather that funds do not get used for the purpose they have been allocated. In this particular instance the funds were enough to achieve the best quality of materials and finishes, as good as any private sector project, like one of today’s multi-national banks. At the completion of the stipulated requirements, there was money even left over, which was then used for art works and accessories.
