For years, Fargo has led an undefined existence as a city
without a center. Increased public
interest in historic preservation and urban living have established downtown as
the city center but this center is without a heart; a common point of
convergence; a gathering place for diverse interests, pursuits, and
personalities to form social coherence.
This leaves Fargo in general, and downtown in particular without a
social identity.
Both in local proximity and available space, the US Bank
Plaza has the ability to create connections within the current void in the
urban fabric, and ultimately foster this much needed social identity. The identity will be as much formed by what
is built, as that which is left open.
One of the first considerations was to devote nearly a third of the site
to a public, sun-filled plaza. The
location and form of this space took precedent because of its ability to
establish a center, and remained a key organizing principle for the remaining
design, acting as a spine for the other programmatic requirements. Another related constraint the plaza provided
was to scale the structure to the south to prevent obstruction of
sunlight. From Broadway, the viewer is
immediately met with the linear plaza and reflecting pond; the linear design
encouraging further progression into and throughout the site. The open space is further defined by the US
Bank building, and sloped green space, to the north and south, respectively. The sloped green space seemingly folds out of
the plaza and into a sun-filtered outdoor dining space. The green space features carved out seating
which meets with the main outdoor circulation hub. The existing skyway system has an outlet into
this space and interconnects with the parking structure. Further progression along the linear plaza
leads to a small forest of birch trees, creating a more intimate setting,
surrounded on the north by the parking garage's light, airy skin, and dining to
the south.
With the main organizing principle established, the other
spaces were formed accordingly. The
parking garage is located on the northeast portion of the site and mimics both
in scale and proportion the neighboring bank to the east, while allowing more
pedestrian-friendly spaces to face Broadway.
The parking structure entrance and bank drive-thru is located along this
east façade, allowing for mediated traffic to filter through the site. The northwest portion of the site is
dedicated at ground level to the new US Bank building. The form of this bank was of the utmost importance,
creating a sense of transparency and openness as a counterpart to fluctuations
in the economy. The underside of the
cantilever acts out this metaphor literally by streaming pertinent stock
information to the public throughout the day.
The remainder of the tower contains the residential spaces, elevated
park/garden on the top of the cantilever, and wind turbines on the building's
uppermost portion. The middle section of
the residential tower is visually removed, providing additional semi-private outdoor
space and an essential link to the parking garage circulation.
