TRIBUNAL
AND COURT OF APPEAL CRAIOVA
The
main idea of the project is represented by the reality of a Romanian
court of justice, empowered by the law to share the justice with
impartiality, for its approx. 70,000 applicants.
In
present, the activity of Dolj Tribunal, runs in a historical
monument, named “Glogoneanu House”, an A category immovable,
which has a ground floor and one floor. Build in XVIII century, the
immovable is improper for having its convenience.
The
project is not an extension of the actual building, but it’s
propose to answer to the problem of protection the historical
monuments, by the appearance up to a modern and contemporan building.
To perpetuate, to open or to preserve a historical building is part
of the conservation rite.
The
site of the Dolj Tribunal revolves around Mihai Bravu public garden,
as others public authorities.
The
space in front of the monument house has a symbolic function, playing
the role of urban landmark thanks to its historical value. The new
building is also under the same urban rules: oriented to the park and
the access into the building (for the judges and the public) is
making from the small square of the building.
The
representative volume of the Tribunal (the new building) it has as
main landmark the actual building (the historical monument). The
connection between the two building is represented by an open lobby,
propagate on the vertical to which are open the access to the
courtrooms and the North facade of the existent building. In this way
the actual building (historical monument) it has an important and
powerful presence of the new building.
Compositional,
the project is made from three major elements: (i) the existing
building ( assigned for the offices of the presidents and
vice-presidents of the two instance) Ground floor + one floor; (ii)
the volume of the courtrooms, for the public access; (iii) the
offices volume (judges, clerks and the administration) Ground floor +
two floors.
The
new building is playing a fundamental role, on which the
representative facade of Glogoveanu house
is reflecting.
The
evolution of the judicial system is requesting the adaptation of the
sistem infracstructure to the present social requestions.
