The site is located between the city and territory, the threshold of Milan, where the city becomes the city-metropolitan, facing west towards Turin and France. Horizontal Tower is part of a reorganization program of the Fair for 2015 aimed at providing the site of facilities and services that improve its operation, facilitating its integration into the territory and interacting with other public buildings and existing buildings of Milan Fair.

The project is based on several principles:
- The frontal,
- The succession of three "horizontal laps," composed at conventional (dark base, raising golden, crown plant)
- The horizontal layering of the building superimposed in a tower, the seat of associates at the Fiera Milano, the other a central focus, the link between offices, and in the past, the combination of different offices of partner companies.
