Stephens Creek Crossing replaces 60 three-bedroom apartments of dilapidated multifamily public housing in the SW Portland
Multnomah neighborhood. The steep hillside site presented many challenges to livability, accessibility, and stormwater runoff.
This ambitious redevelopment provides 122 new, affordable, and low-income housing apartments, an 11,200-SF Opportunity Center, and a 7,200-SF Children’s Center. An intense public outreach process involved existing residents and two of the surrounding neighborhood associations.
The Children’s Center supports three Head Start classrooms and a parenting classroom, outdoor open and covered play areas, and administrative office space for Neighborhood House.
The Opportunity Center building provides property management offices, education space, a teaching kitchen, and a resident “living room” for indoor community functions. An onsite urban garden was also incorporated.
