The prominent location of 48 Philip Highway Elizabeth, on a major arterial route from the western suburbs, offers an opportunity for establishing a gateway to the Elizabeth Town Centre. The site which is bounded by residences to the south and open green space to the north and east is well positioned to form a transition from the low scaled housing to the denser Town Centre commercial facilities. The proposal envisages commercial and residential activity around a courtyard which is a focal primary entrance and central hub for all activities within the development. The majority of carparking is planned within two levels of basement. The Basement 2 car park with associated 48 bicycle parks has restricted usage for the residents use only and is accessed by remote control and key card entry. The lifts to the residential apartment building are also only accessible by key card. The Basement 1 car park is dedicated for the commercial use and visitors to the development. This basement accommodates all of the plant for the commercial facility. Access to the car park has utilized the Right Of Way to the west of the site, abuts Ridley Road. A refuse collection area for both the residents and occupants of the commercial facility is also located within this zone. This area will provide vehicle and service access for the entire development. Access to the central plaza is either by lift or central stair. The central plaza, a key focal aspect of the development will provide open space to both the residents and those visiting or employed within the retail and commercial facility. The spaces adjacent to the plaza are planned for commercial use to provide an opportunity for vibrant activity. Passive surveillance to this area is provided by the residences at the upper levels. The plaza is elevated above the street level to create a transition between the public realm and to reinforce the sense of ownership, particularly by the residents. The residential apartment building has been designed to provide a sense of enclosure to the central plaza whilst maximizing the views for the residents. The views have been orientated away from the existing residents to the south of the development. Each apartment is designed to exploit natural lighting. The minimal depth of each apartment provides for the maximum use of natural lighting to all of the inhabitable rooms. Each orientation is provided with balconies which not only provides private usable space for each residence but offer protection from direct solar heat gain. The proposal for solid balustrades coupled with translucent screens between solid elements provides an opportunity for greater direct heat gain control. The intensity of screening is increased to the eastern and western orientations to provide greater control and comfort to the residents of these apartments. The configuration of the public entrances to each apartment level has avoided long enclosed corridors allowing these spaces to be naturally lit and ventilated. Each level provides access to four apartments which is serviced by a lift and fire stair. The commercial building to Philip Highway proposed as an entry statement to the Elizabeth Town Centre adopts clear varied transparent prismatic forms which assist in reducing the mass of the building whilst emphasizing the entrance to the centre. The transparency of the forms will highlight the activity within them whilst providing vision into the central plaza.
