The ambitious goal of this innovative project for the operation of social housing in the Pietra Alta suburb of Turin, Italy, which was led by studiocosta&partners (Rome) together with Studio Mellano Associati (Turin) lies in the implementation of a resourceful urban planning requalification, combined with the application of innovative sustainable construction practices, the proposition of cutting-edge Energy conservation technologies and the creative use of economically competitive building solutions.
The project, winner of an open design competition that had been organised by the Public Housing Construction Division of the City of Turin in 2008, was launched in order to safeguard the policies of environmental and social sustainability by adapting housing models that meet the collective needs and above all assist the weaker segments of the population.
The Sharing Project, Sharing Ideas and Houses, promoted by the Fondazione Sviluppo e Crescita CRT, Fondazione Oltre e D.O.C. s.c.s., focuses on the recovery of a former residential hotel for the employees of the Italian Postal Service, built in the 1970's. The overall poor state of conservation of the building, the need to eliminate the existing asbestos roofing materials and elevate the technological plant systems to modern standards led to rethink the entire complex through a qualified functional reorganisation. The building will accommodate various forms of temporary social housing (independent guest residences and serviced guest rooms) with a series of socially related health and commercial services that will be open to both the guests as well as the inhabitants of the neighbourhood, in order to reduce the risk that the area suffers from a lack of qualified participation that produces a ghetto effect.
The complex, which will be completed in September 2012, has a site area measuring approximately 10,000 m2, is made up of two prefabricated concrete wings each with nine floors. It is foreseen to create 180 residential units earmarked for a social segment that finds itself in need of temporary housing, such as young couples, single mothers with children, students, people awaiting public housing assignment, workers in transfer for their jobs, third world immigrants. A series of support services will also be offered, such as a mediation centre, legal aid services, educational and recreational spaces for children and young people, controlled-price out-patient medical centres, meeting places for cultural activities and events, as well as a bio-market, coffee bar and restaurants.
The renovation of the property also makes use of technologically advanced and innovation structural design and plant engineering in order to achieve a high energy-efficient building founded upon the recognised principles of environmental sustainability. Environmentally friendly materials will also be employed as well as low-maintenance, sustainable energy production facilities, such as a photovoltaic production system for electricity and a solar heating system that will produce hot water to integrate as much as 60 percent of the building's requirements.
This extraordinary refurbishment project will make a significant contribution to the requalification of Turin's via Ivrea, providing life to the city's first social hotel while at the same time offering comfortable housing solutions at accessible prices in a time when significant changes are being felt across each level of society that are emerging in both the individual and collective needs.
