Through mounting terrorist threats and some successfully carried out small scale bombing attacks, New Yorkers begin to privately fortify their buildings and public spaces.
Government implements policy for all new government buildings to posess a certain level of building armor.
Privatized industry of building fortification sees exponential growth. Initiates its own lobbyist group for the "defence of American citizens".
Successfully lobbies to have all new buildings built to a minimum blast & small arms standard.
All major government, medical, research, financial and service buildings are now armor protected against a substantial direct attack.
Vulnerable private/public housing becomes last chink in the armor. Increasing crime and destruction of these lead to an outcry by those who live there. They claim that they have been left behind by the government that swore to protect them.
Government now initiates extremely ambitious program to protect all housing, existing and new as well as public areas. Civil liberties are now called into question in the name of overall security.
Several attempted attacks produce little effect if any. New skin of defense is heralded as saviour.
City becomes known as safest place in America as the adoption of covert terrorism has all but replaced conventional method of warfare.
Defense companies flock to the city for both its security and opportunities to push for higher levels of public defense. This move perpetuates a spiral of intesifying fortification as the more the defense and itelligence industry moves in, the more it becomes a target and the more protection they necessitate on the island.
The city is now completely run by military and intelligence corporations and government agencies. All employees live within the boundaries of the island which has now been isolated.
Layers upon layers of the city have now been built upon the existing fabric to the point that from the exterior it is now no longer possible to guess what is happening inside. As spy technology improves and the ability to uncover these layers increases, requests are made to add more layers.
From the interior, the city is a complicated nest of layers of construction. Attempts to map the growth were stopped at the insistance of those whose interests required secrecy and security
