This framework came about as a request from the SF Public Utilities Commission and the Mayors office to prepare an energy analysis for the entire civic center district, incorporating energy conservation strategies and renewable resources. The design team recognized that urban open space in general and the SF civic center in particular is itself a precious resource. That the renovation of the SF civic center presents a historic opportunity to make a powerful civic statement of the city's progressive values, to rejuvenate a long-neglected neighborhood, and to create a vibrant and beautiful gathering place with a life of its own. Mayor Newsom believes civic governments have a responsibility and an opportunity to lead by example. At this crucial crossroads in the planet?s history, leadership in the realm of environmental stewardship is more urgently needed than ever. This proposal shows that San Francisco's civic center can be more than just a pleasant and safe public space it can express the forward-thinking, optimistic vision of urban life the city is famous for.
By integrating energy systems, water management, and public space into a cohesive whole, the city will demonstrate ecologically conscious uses of space, inspiring and educating residents, tourists, and members of both the public and private sectors.
