The project was planned
under the National Reconstruction Program of BAM after the fatal tremor in
2003. It was believed that instead of clearing all contemporary urban signs and
remodeling the old city, the language of the old architecture accompanied with
the existing parts of the urban structure which are of considerable quality,
can be utilized to represent a reconstruction plan; so composing a framework of
patterns, portions, geometry, form, color and motifs could be an implement for
today`s architecture. Townscape of BAM consisting of sky, Citadel, Palms and
composition of simple building mass was considered as a guide to know how the
city should be realized in reconstruction process.

The appearance
of the building has conducted by attention to the following objectives:

1.      To achieve the physical program of a
medium scale mosque

2.
To increase the construction quality as a recommendation for city
reconstruction process.

3.      To continue the townscape during the
signification of public buildings by the street edge.

4.
To mix modern construction methods and vernacular architecture icons.

5.      To reproduce local known signs in the built
environment.
