In 2015, Utile was selected to work with the Portland Housing Authority (PHA) to develop a Strategic Vision Plan for its entire development portfolio. The PHA is a high performing agency that provides over 1,000 units of affordable housing. In light of the need to provide more units of affordable housing and to address aging units, The Strategic Vision was developed to structure the growth of the PHA. The planning document illustrates conceptual design and financial strategies that will allow the PHA to be creative in meeting the need for more affordable housing in southern Maine.
