Located at the entrance of the Oran district in Ankara, the project occupies a site of approximately 246,650 m², which was originally designated as a Mass Housing Development Area by the Ministry of Public Works and Settlement. Of this total, 151,192 m² was allocated to the Park Oran development. Tendered by TOKİ through a revenue-sharing model to the Mesa–Aktürk joint venture, the project comprises a construction with a total floor area ratio (FAR) construction area of 304,060 m² and a total construction area of 517,253 m².
By minimizing the building footprint and concentrating the program within vertically organized high-rise structures, the project achieves a high proportion of open green space and a superior outdoor spatial quality. While Park Oran is fundamentally a residential development, it has also been conceived as a park-oriented project. One of the primary design objectives was to maximize recreational areas, transforming the development beyond a conventional housing complex into an integrated living landscape. The site’s visual connection to the Eymir and Mogan Lakes was also identified as a key design input, shaping the orientation and spatial configuration of the buildings. In addition, the concept of privacy—an essential component of residential design—was carefully addressed without compromising opportunities for social interaction among residents.
The master plan is structured around approximately twelve high-rise residential towers, each rising to 32 stories. All towers are positioned to benefit from unobstructed views toward the Eymir and Mogan Lakes. By concentrating density within these vertical elements, the overall ground coverage has been significantly reduced, allowing for the creation of expansive recreational landscapes. At the same time, the social dimension of such a large-scale residential environment has been carefully considered. The reinterpretation of the “street” concept, particularly around the entrances of lower-rise structures, creates engaging shared spaces that foster interaction among residents while preserving individual privacy.
