In one of the most prestigious districts of Paris, tucked away in an old part of the town, the préfecture proposes, for the nth time, a revision of the area. Only this time it is a question of fitting a "new creation" into the gap cleared by the isolation courtyard. An original creation should take this rare opportunity, in this remarkable building complex in the Ile de la Cité, to rejuvenate the image of the prefectoral institution.
If the building by Pierre-Victor Calliat, by its composition and its mouldings, portrays order and stability in the centre of Paris, the new creation must likewise, by the identification of its functional components and its original design, announce its role as a building welcoming the public.
Like a "millefeuille" of outsized woodwork/frames or again like a view camera whose flexible bellows stretch out into the ancient passageway, the volume appears to be suspended from the dividing wall in contrast to the east façade of the Cité building and in respect of the mouldings. A volume hovering above the ground, gives free access to the ground floor whose transparency entices the visitor to enter.
