Context: The site is located in a densely built-up area surrounded by green spaces, a public beach, and the intersection of major roads with high traffic flow. The proposed solution has been carefully considered in terms of traffic conditions, sound, and existing open spaces to provide an optimal solution for the project.
Proposed Solution: The project is situated in the historic urban core, established during the French colonial era, which has undergone significant changes and urbanization over time. It connects to major existing urban axes such as Phan Chau Trinh Street, Pasteur Street, and Tran Phu Street.
Based on this context, the architects from Huni Architectes have chosen to align the building along Phan Chau Trinh Street, creating a direct view corridor to the sea. The entire structure is oriented toward the Southeast to enhance spatial connectivity with the surrounding green urban area and the beachfront park. This design allows for a significant setback to form three distinctive squares: Independence, Freedom, and Happiness. These spaces provide a sense of depth to fully appreciate the architectural form and language of the structure while ensuring urban security.
The unique approach of orienting the building’s central axis toward the Southeast aligns it with the sovereignty marker of the Spratly Islands—a sacred territory of the nation. The proposed solution addresses traffic pressure on the arterial Tran Phu Street while avoiding unfavorable orientations to improve the microclimate and reduce the building’s energy consumption.
Architectural Concept:
+ Form Inspiration: The building’s design is inspired by the image of a dove spreading its wings over the vast ocean, represented by two main functional blocks: the Khanh Hoa Provincial Party Committee and the combined People's Council and People’s Committee.
+ Façade Design: The façade draws inspiration from red coral branches, a unique and precious local specialty of Khanh Hoa. It is constructed with GFRC (Glass Fiber Reinforced Concrete), a material known for its aesthetic appeal and exceptional durability. The façade acts as a decorative screen, providing privacy and security for the building while maintaining unobstructed sea views. It creates an aesthetic space filled with emotional resonance through the natural interplay of shadows under sunlight. The use of materials ensures sustainability while incorporating sun-shading and shadow-casting design elements. The optimized solid-to-void ratio enhances natural lighting, achieving energy efficiency.
