In 2008, -scape has been appointed to design a new
settlement for the Comparto CD area, to be proposed to the City of Naples, as a
variant of the current Urban Regulation Plan.
The project plot “Comparto CD” (7.500sqm) is located
in the eastern part of Naples, an area which is nowadays the center of the
urban developement of the city, known as NapoliEst: it involves 120.000 peole,
265 ha (90 of which toi be transformed in an urban green area); 23% of the new
constructions will be housing. NapoliEst is the biggest urban transformation
plan in Europe, and it is meant to create new working opprotunities
(estimations: 9665 people for the building site, 8600 people for the area
management, 17800 people induced).
The Comparto CD area is located between the
neighbourhood of Poggioreale, a very interesting, but degraded, part of the
historical center of the city, the urban highway (“tangenziale”), and the
businnes area (“Centro Direzionale” built in the eighties (project by Kenzo Tange)
Its connection with the rest of the city will be
ensured by the completion of the Underground Linea 1. This line will connect
the hills, the northern and the eastern areas of Naples, and involves many
famous architects: Dominique Perrault (Piazza Garibaldi Station), Mario Botta
(Tribunale/Poggioreale Station), Richard Rogers (Capodichino airport station),
Benedetta Tagliabue (Centro Direzionale Station), Alvaro Siza and Eduardo Souto
de Moura (Municipio Station), among others.
Our design proposal is an insertion in an urban
texture of rigid grid patterns; we propose a new urban system, a “soft” object
system, which aims to connect two parts of the city, that does not communicate.
The new buildings, which will host a housing program,
a hotel, offices and shopping facilities, give life to the public space.
They receive the crossing flows of
people, and create new relations between the new underground station, the
Justice Court in the Centro Direzionale, the developement area of Agora
(south), the historical neighbourhood of Poggioreale, the area of the slaughter
house (east).
The public space becomes a new reference for this developement
area. It is at the same time a crossing point, and a relax area, a wide
pedestrian area, protected by the chaos of the city, surrounded by trees.
The main streets are located on the eges of the plot,
and they do not interfere with the public space.
The parking facilities are surrounded by green areas,
in order not to interrupt the vegetation system.
