Conceived as an iconic “Place”, the civic prominence of the architecture and the centre-piece of the design for HKSAR Government Headquarters is the green public connector that brings the harbour-front into the city.
The Government Complex integrates three principal facilities: the HKSAR Government Offices, the Chief Executive’s Office and the Legislative Council Complex.
The design concept embodies four themes:
Openness - "Door always open"
Enjoyment - "Land always green"
Sustainability - "Sky will be blue"
Communication - "People will be connected"
To enhance the connectivity from Admiralty, a Central Activity District in Hong Kong, to the promenade of Victoria Harbour, the Legislative Council Complex and the Chief Executive’s Office are located on either sides of the site and aligned with the East Wing and West Wing of the Central Government Offices, flanking the Tamar Park and angling towards the Waterfront with a magnificent vista of the Harbour to provide a gesture of unity for the whole development.
