The Frances A. Melrose Garden is the City prototype for public/private partnerships that integrate funding and maintenance between City Parks Department and the Foundation to create and sustain perennial gardens at a public park. Other gardens are either passive in nature or turn over their annual flowers every year. This significant and replicable template includes a memorandum of understanding with joint obligations and liabilities, a public engagement process, construction documents and maintenance schedules that can be applied in future parks around the City. It also created a full-time employee position and the ability to fund the job through private dollars that benefit public lands. The popularity of the garden has increased dramatically since its completion, with students, and neighbors touring the grounds on a regular basis and even special occasions such as a great backdrop for a wedding party. For some, it is a quiet place of reflection and study. For others, it represents a fitting tribute to a woman who believed in the power of storytelling. And Frances herself might smile at the idea that the occasional summer garden party goes on…
