In the heart of Europe’s most important port, a vision of an European Cultural Institute has been envisioned. In the bay of Merwe Vierhavens , in Rotterdam, space has been reserved for the construction of an establishment that would support, enrich and nurture the relatively young European Union Culture.
The concept for the ECI (European Culture Institute) was based on creating two separate buildings within one envelope. The two would fulfill different functions, namely: private and public. The public building would function as a museum, library, theater and artist ateliers. The private part would be fulfilling the management and education functions. The two would operate separately without interfering with each other and in the end create a hole that complements the entire idea behind the concept.
