The concept of the project was flux. There are three different programs: boat house (bottom level), cafe/offices (middle) and estuarium museum (top).
The building strategy that was used were heavy concrete walls that are used to control views as well as filter water through the building.
This was thought of as a functional sculptural piece.
The circulation was created by exaggerating the piles through the pier on different levels which created a new connection system throughout the different floors.
