The NSE was founded in 1892. Its presence on the Chalfont site dates from 1894, long before the planning system was established, and long before the creation of Green Belt, in which the site sits. 80 care home bed spaces are being provided to new standards required by regulations pursuant to the Care Standards Act 2000 in four new buildings. Construction of three of these replacement buildings has been completed, financed by bank loans which will be repaid by the sale of the southern part of the site that will become surplus to NSE ’s requirements.
NSE appointed ESHA to advise on a strategy to secure a suitable partner for the redevelopment of the surplus land and buildings. Our brief established that the development should be within the existing built-up area; that trees classified as A or B should be respected if possible; and that the existing built footprint of the area (which PPG3 defined as the test of Green Belt “openness”) should be adhered to. Four alternative options were considered: Two options replace all existing buildings with residential plus a Care Home; the third option replaces all buildings with 100% residential; the fourth option is all residential with architecturally significant existing buildings retained.
A fifth option, using approximately half the site for a Retirement Village, was developed with Anchor Trust.
