The proposal aims to bring an architectural expression to the main concepts in the Contest’s Rules, such as the institutional character and the permanent dialogue between the National Flag’s Park and the Projected Building. Thus, the project creates an object of simple reading with an abstract morphology, with the effort of conceiving a referential landmark and highlighting the preexistent house – a traditional petit hotel – as an integral patrimony of a whole, with an immense and significant density, deeper than its specific functional use.
The adopted guiding axis’s structure is based on the premise of unifying the different function requirements of the complex, maintaining at the same time a certain independence within the areas. This leads to unifying the entrance to the building, creating a traditional space which - besides of establishing a link between the interior and the exterior – is continued as an organizing axis, to which the different social and institutional activities are joined, thus becoming a connector to the whole ensemble.
In our opinion, public or institutional buildings should be sustainable over time. In other words, they should require a minimum maintenance. The ensemble has a simple resolution, using traditional constructive systems, and its structure and systems do not require complex or special solutions for its fulfilment.
