The Free Library (1879) opposite Colston Girls' School on the Cheltenham Road was burnt down during World War II and rebuilt in the 1950's as a modest local library. This scheme replaces the library, which is to be reprovided alongside the Baths in Bishopston, with 36 flats above basement parking. The new building is L-shaped and reinstates the missing frontages of Cheltenham Road and the side street Winsley Road and creates a large communal garden to the rear. The basement parking is beneath the front block only and accessed by means of a ramp from Winsley Road. The composition is 'street architecture' in the Georgian style and the front block has something of the scale and presence of the old Free Library. On Winsley Road the building is divided into narrow bays and steps up the steep hill, to match the existing houses in the street. The remains of the original brick and stone front boundary wall will be restored and adapted to suit the new design. All units are served by a communal heating system located at basement level and supplemented by a large array of P.V. solar panels on the roof. This scheme makes proper use of a good site and reinstates the street frontage which has been missing since the 1940's.
