The “Niel” public garden is the parade ground of the former « Caserne Niel » military barracks. It’s located at the junction of the “Empalot” neighbourhood -west- and “Sainte-Agne” neighbourhood -east-. This garden is one of the main features of these two neighbourhoods connection and the “Garonne” river banks, crossing the city.
Our project deals with the site’s history, and first with its geography. The natural configuration in high relief overlooks the Garonne River. It’s flood safe, and has been a particular place since far back in the history. Archaeological works on this site recently discovered an Iron Age graveyard, an IInd century craftsman area and an early roman era forum. For the next centuries it became a military stronghold, and has been an observation point for the 1814 Toulouse battle.
Our project is a proposal of recording this promontory situation. It covers this precious archaeological site for the next generations, for it has been impossible to excavate the entire area. The project also reinforces the military barracks configuration. Furthermore, our proposal highlights the promontory situation, taking granted that the archaeological remains presence forbids all action and plantation at the actual ground level: the garden’s shape is an undulating shroud covering the buried treasures.
This topography of small raising hills laterally allows tree plantations and creates an oasis of greenery in the central area of the garden. It reinforces the central axial perspective from the former entrance symmetrical pavilions and the headquarter building at the other end.
The old existing “Platane” plane trees alignments on both sides of the topography are refitted. They create both a green and urban filter between the garden and the surrounding buildings. Furthermore, on the hills, random maple plantations make grove ambient. Three species, Acer cappadoccium, saccharinum and campestris, are located on a gramineae layer.
The new topography is a one undulating and shimmering mat, of changing texture from the most mineral to the most vegetal by both inserted areas. The mineral is red brick, as the whole Toulouse city, well-known as the “Red city”, is brick-built, as well as the garden surrounding new buildings.
Due to this new topography, the garden results in a various spaces, small landscapes and ambiences complexity. The hills, groves, lawn, sand walkways, viewpoints,... are suitable for various activities : children playground, “pétanque” ball game ground, children slides on the slopes, resting areas. The lower areas are paths and walkways. A greenery outdoor theater faces the former headquarter building, with a water mirror reflecting t’s façade as well as the tall planes trees.
A linear pergola gives a green pedestal to the surrounding buildings, and creates a fresh and shadowed area of resting and contemplation.
A large brick forecourt at the « Maison des associations » community center, at the « Niel » garden entrance is a meeting and multiple activity space. All the walkways are made by the same brick paving.
